The staking-decommission-pool-request
command in Mintlayer is used to create a decommission request for a staking pool. This command is applicable when the decommission key is held by a different wallet. The command generates a transaction request, which must then be signed by the wallet that owns the decommission key. Once signed, the transaction can be broadcast to the network to initiate the decommissioning process.
staking-decommission-pool-request <POOL_ID> [OUTPUT_ADDRESS]
<POOL_ID>
: The pool ID of the staking pool to be decommissioned.
[OUTPUT_ADDRESS]
: The address that will be receiving the staker's balance (both pledge and proceeds from staking). If not specified, a new receiving address will be created by this wallet's selected account

This command generates a decommission request which can be signed by the wallet holding the decommission key. Upon successful generation, a string and QR code for the transaction will be provided for signing.
